Kelley Smith was appointed to an at-large seat on the St. Johns River Water Management District Governing Board in February 1985. Smith was general manager of Gator Logging Company in Putnam County.
In addition to serving on the District’s Governing Board, Smith was an active member of community and civic organizations. He served as director of the Putnam County Chamber of Commerce, district vice president of the Florida Forestry Association, chairman of the Northeast Florida Regional Planning Council, and board member of the Florida Senate Agricultural Advisory Board.
He earned a bachelor’s degree in economics from the University of Florida.
Smith was elected to the Florida House of Representatives in 1990 and served until 2000.
