Meet the Technical Team

Name:Mary E. Brabham, P.E.

Title:Senior Project Manager

Education:

  • Master of Science, Environmental Systems Management, University of Central Florida
  • Bachelor of Science, Biology, Old Dominion University

Experience:

Brabham is a licensed professional engineer and has been with the district since May 1989, special­izing in surface water regulation, project management, watershed management, stormwater treatment and erosion control.

Primary Initiative Responsibility:

Brabham uses her surface water and watershed management experience to provide project support for projects in the middle basin and works with external stakeholders and community groups.

Name:Sherry Brandt-Williams

Title:Supervising Environmental Scientist

Education:

  • Doctorate, Aquatic Systems Ecology, University of Florida
  • Bachelor of Science, Chemical Engineering, University of Florida

Experience:

Dr. Brandt-Williams has been with the district since September 2005, specializing in ecological restoration, water quality improvements and lake/river/watershed management.

Primary Initiative Responsibility:

Dr. Brandt-Williams provides scientific support for all projects related to nutrient reduction in the Middle St. Johns River Basin.

Name:Robert Storm Burks

Title:Field Program Supervisor

Education:

  • Bachelor of Science, Marine Biology/​Coastal Science, University of North Carolina

Experience:

Burks has been with the district since February 2006. Prior to that time, he worked in the private sector in more than 28 countries as an environmental science program leader, field science program director, aquatic scientist and ecologist, environmental investigator, and defensible surface and groundwater quality program developer, manager and ISO14000 environmental lead auditor.

Primary Initiative Responsibility:

Burks overseas the lower St. Johns River water quality and field science data collection team. His duties include oversight of the surface water, groundwater, harmful algal blooms (HAB), submerged aquatic vegetation (SAV) and biological field science data collection program.

Name:John Hendrickson

Title:Environmental Scientist VI

Education:

  • Master of Science, Forest Hydrology, University of Florida
  • Bachelor of Science, Forest Science, Pennsylvania State University

Experience:

Hendrickson has been with the district since November 1985 where he has directed the district’s ambient water quality monitoring program and the point and nonpoint source subprogram for the Lower St. Johns River Surface Water Improvement and Management (SWIM) program. He has managed numerous contractual projects, participated in several state panels developing water quality criteria, and co-authored regulatory targets for dissolved oxygen, numeric nutrient criteria, pollution credit trading, and the Lower St. Johns River total maximum daily load (TMDL) and the plankton element of the district’s Water Supply Impact Study.

Primary Initiative Responsibility:

Hendrickson is the lead scientist for the Lower St. Johns River Basin. His primary responsibilities include design of surface water quality monitoring programs, assessment of water quality and progress toward meeting restoration objectives established under the TMDL program.

Name:John Higman

Title:Environmental Scientist V

Education:

  • Master of Science, Environmental Sciences, University of Florida
  • Bachelor of Science, Zoology (Minor in Environmental Sciences), University of Florida

Experience:

Higman has been with the district since May 1988, specializing in estuarine ecology and toxicology.

Primary Initiative Responsibility:

Higman is the project manager for the Middle/​Lower St. Johns River Initiative rough fish harvest. He provides interagency review of contaminant issues, analysis and reporting on contaminants in lower St. Johns River sediments and biota.

Name:Kijin Park

Title:Senior Engineer Scientist

Education:

  • Doctorate, Coastal and Oceanographic Engineering, University of Florida
  • Master of Science, Physical Oceanography, Pusan National University (Korea)

Experience:

Park has been with the district since February 2007, specializing in hydrodynamic and water quality modeling in lakes, rivers and estuaries.

Primary Initiative Responsibility:

Park oversees the hydrodynamic and water quality models of the middle and lower St. Johns River system. His duties include analyzing data, model development, and applying hydrodynamic and water quality models to assess the environmental impacts to the river.

Name:Pam Livingston Way

Title:Environmental Scientist VI

Education:

  • Master of Science, Soil Chemistry, Western Kentucky University
  • Bachelor of Science, Agronomy/​Biology, Western Kentucky University

Experience:

Livingston Way has been with the district since October 1990, specializing in agricultural watershed assessment and nonpoint source pollution abatement.

Primary Initiative Responsibility:

Livingston Way oversees the Tri-County Agricultural Area Program. Her duties include analysis of nonpoint source pollution from agricultural lands, coordination of agricultural best management practices (BMPs) implementation (in-field and regional practices) and related BMP nutrient reduction analysis.
