Harold (Hal) Wilkening III
Director, Division of Water Resources
Harold Wilkening is director of the Division of Water Resources at the St. Johns River Water Management District, where he has worked since 1982.
As director, Wilkening leads the division in fulfilling its mission to provide the engineering, sciences, and project management for the District’s basin restoration and flood control projects, water supply planning, and support for the District’s regulatory programs. Prior work at the District included directing the District’s water use regulatory and water supply programs, directing the engineering staff in the environmental resource permit/management and storage of surface waters (ERP/MSSW) regulatory program, and providing engineering and project management for District basin restoration and flood control projects.
Highlights of his career include serving as project manager for the District’s Upper St. Johns River Basin Restoration Project during the complete redesign of the project in the mid-1980s; managing the development and implementation of the District’s minimum flow and levels program in the mid-1990s; and overseeing completion of the District’s first regional water supply plan in 2000.
Wilkening holds Bachelor of Science degree in civil engineering from the University of Delaware and a Master of Science degree in water resources engineering from the University of Maryland. He is a registered professional engineer in Florida and an active member of several professional organizations, including the American Society of Civil Engineers, American Water Works Association (AWWA) and American Water Resources Association. He recently served as the Chairman of the Water Resources Committee for the Florida Section AWWA Florida 2030 Initiative.
