About the District
Timothy P. (Tim) Boyer
Tim Boyer is the inspector general at the St. Johns River Water Management District, where he has worked since 1987.
Boyer developed and established the District’s internal audit function, and works with senior managers and the District’s Governing Board to conduct audits in accordance with current International Standards for the Professional Practice of Internal Auditing published by the Institute of Internal Auditors Inc.
Boyer prepares the District’s annual audit plan, which focuses on increasing efficiency, effectiveness and accountability at the agency. He performs audits of data processing, performance, and financial and compliance functions, as well as special investigations and projects under the direction of the Governing Board chairman. These activities are intended to add value to and improve the effectiveness and efficiency of District operations. These activities facilitate the accomplishment of the District’s mission by bringing an organizationally independent, systematic, disciplined approach to evaluate and improve the effectiveness of the risk management, control and governance process.
A certified internal auditor and member of the Institute of Internal Auditors and the Florida Governmental Finance Officers Association, Boyer holds a Master’s degree in the science of administration, and a Bachelor’s degree in accounting, both from Central Michigan University.
“I approach my work as a service to District management,” Boyer says. “An audit can be used as a very constructive tool.”
