Victor Castro worked for the St. Johns River Water Management District from 1996 to 2004 and returned to the agency in 2011, following seven years in the private sector. In the private sector, he worked with water management districts to improve their permitting and regulatory processes.
Castro is responsible for directing the district's Consumptive Use and Environmental Resource Permitting programs.
During his tenure with the district, Castro has successfully helped transform the district’s permitting process by implementing operational strategies that have increased efficiency and customer satisfaction while ensuring resource protection remains a top priority.
Castro holds a Bachelor of Science degree as an engineer in computational systems from the Instituto Technologico y de Estudios Superiores de Monterrey in Mexico and a Master of Business Administration degree from the University of Phoenix.
