Public invited to May 24 workshop on proposed changes to consumptive use permit approvals

PALATKA, Fla., May 17, 2018 — The St. Johns River Water Management District will hold a rule development workshop on May 24 to discuss and receive stakeholder input on proposed rule amendments updating the types of consumptive use permits that may be delegated to district staff to approve.

The preliminary text of the proposed CUP delegation rules is available for review at www.sjrwmd.com/permitting/rule-development.

The rulemaking is intended to update the types of CUPs that district staff is delegated the authority to approve. Updating this delegation will allow the district to be more consistent with Florida’s other water management districts and to more efficiently and effectively process permit applications, while leaving the majority of permitted water use under the Governing Board’s direct oversight.

At its April 10 public meeting, the district’s Governing Board authorized staff to begin the rulemaking process to amend CUP delegations in Florida Administrative Code.

Currently, all CUP applications where the proposed use is greater than 500,000 gallons per day on an average annual basis must be reviewed by the Governing Board. CUP applications that propose to use 500,000 gallons per day or less may be issued by district staff.
