U.S. Army Corps of Engineers permits administered by the district
Program change effective Oct. 1, 2017
The U.S. Army Corps of Engineers (USACE) will no longer be participating in the Joint Application process beginning Oct. 1, 2017. If your project does not qualify for either SPGP V-R1 or SAJ-111 and your project requires a USACE permit, you must apply separately to USACE using the appropriate federal application form for activities under federal jurisdiction. Please see the USACE Jacksonville District Regulatory Sourcebook for more information about federal permitting, which contains a link to the USACE permit application form ENG 4345. USACE will not receive any new joint applications or process applications still deemed incomplete beginning Oct. 1, 2017.
SPGP V-R1
On December 31, 2018, the U.S. Army Corps of Engineers (USACE) issued a revision to the State Programmatic General Permit (previously SPGP V, now SPGP V-R1) that authorizes the Florida Department of Environmental Protection, and any water management district that enters into a coordination agreement with USACE, to issue a permit on behalf of USACE for certain types of projects with relatively minor impacts to wetlands or surface waters. This authorization is limited to the following types of projects: (1) shoreline stabilization, (2) boat ramps, (3) docks, piers and other minor piling supported structures, (4) maintenance dredging of canals and channels, and (5) minor transient projects (such as marine debris removal, scientific surveys, and aquatic habitat enhancement projects). On December 19, 2018, the St. Johns River Water Management District (District) entered into a coordination agreement with USACE that allows the District to grant federal authorization on behalf of USACE under the SPGP V-R1.
Please note, while similar in nature, SPGP V (which expired on December 30, 2018) and SPGP V-R1 do not authorize the same scope of projects. If you recently received an SPGP V authorization on or before December 30, 2018, authorization to use this permit is automatically extended for one calendar year only if the project has commenced or was under contract to commence by December 30, 2018. If your project has not commenced or was not under contract to commence by December 30, 2018, and you need to receive re-authorization under SPGP V-R1, please contact the District for additional information.
SAJ-111
In October 2014, USACE issued a Programmatic General Permit (PGP) that authorizes the district to issue a permit on behalf of USACE for certain types of projects with relatively minor impacts to wetlands or surface waters. This authorization is limited to residential, commercial or institutional projects with up to 3 acres of impacts to low quality or urbanized non-tidal wetlands of the following four types: 1) wetlands in pine plantations with raised beds in production over 20 years, 2) herbaceous wetlands in improved pasture, 3) wetlands on parcels bordered by at least 75 percent development, and 4) wetlands covered by greater than 80 percent invasive exotic vegetation.
